SERP Fluctuation in different cities for same keyword

My sites rank well in Mumbai, India but when I change my location to Bangalore or Delhi I am not even in top 10 pages.

Any idea regarding this,why this fluctuation is happening?

I am well aware of geotargeting at a national level in Europe, presumably G are doing it on a regional level in India.

I would imagine that there is something about your site that is causing the algorithm to treat it as being specific to the region around Mumbai.
