Can you disavow ip links?

I am working with a site that has loads of bogus incoming links. The company is a strictly local company yet many of the links are from offshore.

Also, a lot of the incoming links according to webmaster tools are ips.. ie 999.999.999.999/example

Can you disavow ip links and is that a good thing to do?

From what I can see by searching on the web, there are webmaster that have included IP address based links into their disavow file.
