Strange SERPS same webpage on page 1 and page 2

OK, going to try and explain this as best I can.

Have widget.com/state.
state.gov/widget mentions (and links to) widgets.com/state.

searched for "widget state".

on first page of serps state.gov/widget is number 3 (10 results per page), widget.com/state not on first page.

go to second page of serps and there is state.gov/widget again in the number 2 spot (12 over all) just above widget.com/state in the number 3 spot (13 over all).

Is this the "user intent" deal, are they so sure I intended to click on state.gov/widget that they showed it to me again on the second page?

The boring explanation is that between pages 1 and 2 google shifted you to a different data center, showing slightly different results. But your explanation has its own appeal.

I often see result 10 (last of page 1) duplicated at result 11 (first of page 2).

Probably the most reasonable explanation, not seeing it this morning, state.gov/widget and widget.com/state number 1 and 2 on the second page. This is pretty funny itself, it's almost like the first page of the results are fluff and the second page is what google used to look like when they returned relevant (read: less self serving) results.

I find searching with 100 results per page to be much more pleasant.
