Between Penguin and Google's love of the bigger brand, my site is being further punished.

I am being outranked for my own company name by two review sites reviewing a popular restaurant (that happens to have the same name as my business). Mine is a 11 year old site vs a 2 year old one and review sites. My business is more reliant than ever on people searching for my site by name after getting decimated by Penguin 1.0. I have seen some slight recovery after the last Penguin but this is not good.

Is there anything that I can do to counter the rise of the review site? I can understand the site BEING reviewed and possibly outranking me for the company name as it's owned by a well known chef, but should review sites have so much SERP space?

Your problem derives from one of the flaws in the Penguin part of Google's ranking algorithm. There's not much you can do except hope that Google fixes the flaw.
