Link Exchange Exist?

Very surprised with Google India results, sites have doorway pages for links and they are ranking on page one for maximum of keywords. I have done some analysis for sites and found that the sites doing link exchange are ranking and also EMD are ranking..

Are the niches in which these sites rank very competitive? The above tactic can still work for low competition niches.

I am talking here about Travel sites, also for some keywords Google India showing same site 3 to 4 times in top 20 with different URL's
