Google Disavow Tool won't access my large file

Hi All,

I have prepared the list of toxic and spam links which are pointing to my domain, which are more then 1000 links.

I have placed all links in one file named links.txt and tried to submit via [google.com...]

but Google Disavow tool is not accessing my file and i have crossed checked the file size is 19KB. What to do? Why the tool is not accessing my file?

is the file encoded in UTF-8 or 7-bit ASCII?

Previously i have used ANSI test format. After reading your reply i have converted that into UTF-8.
