Header Error - "Connection Refused (111)"

This is another website facing a strange problem. I've submitted it on google webmaster and its very frequently I receive a mail saying "Googlebot can't access your site". I checked the header of my website and I receive a message saying "connection refused(111)".
Can someone tell me what kind of error is this? What can probably be the reasons for this error? How can i solve it?

have you also tried "fetch as googlebot" in google webmaster tools?

it sounds like the host is blocking access at the firewall.
you have essentially been blacklisted.
talk to your hosting support.
