When will we get notified that a site is hit by Penguin, Panda .

Google told they will be more transparent but ok they do talk a lot, but it would be great to know what filter has hit a site. This could benefit the google results, be cause many are hit, but still have great content to offer. So a note on WMT that a site is influenced by this filter would be great, will we see this in near future.

There are a lot of site owners who don't use webmaster tools at all and never have, so Google has no practical way to notify them about anything. It wouldn't be fair to them if Google were to notify site owners who do use webmaster tools about penalties. But Google is already doing this anyway in some cases, thus already being unfair.

I think they dont care how many uses WMT, but if such note would be made it would be on WMT and that way they maybe get a few more users.

I have never heard of a notification of automated penalties

The most common way of identifying whether you site is hit by some change in Google algorithm is the fall in organic traffic, that's how i came to know.

I think Google must look into this so that webmasters can improve their site as per updates.
