Competitors using my text to create doorway pages to their site

I run an e-commerce site.

When searching for chunks of text from my old site on google, I see some scraper sites ranking below (sometimes above) me.

When I click on the link on Google, I'm redirected from the scraper site to my competitor's page! How do I complain this to google?

Two approaches come to mind:

You can report things like this from within your Webmaster Tools account. Because your account is verified it gets higher credibility.

The bottom of every Googel search results page has a "Give us feedback" link
