Can a new site rank with on-page and social sharing only?

I want to start a new site with on-page and social sharing (in off-page) only, can it rank well in Google with these activities and how much time Google will take to rank it well.

Depends on the content ,user experience, niche, type of site. Its complicated.

Google Plus is a bit powerful.
I managed to climb faster from nowhere-to-be-found to the first page within less than a week.
On that page has 3 social plugin buttons. FB, Twitter & Google+
3 legit profiles Plus1 the page and it skyrocketed on the serp. 0_o

The problem with social sharing only in such a situation is that someone inevitably cheats and links to the page, so it might be hard to tell. ;)

sunnyujjawal: Yes it can, but like RP_Joe wrote it depends on the quality/amount of traffic, content and social efforts.
seoNOOB: I don't think the 3 +s made the difference :)
