How to get four (or more) results for one keyword?

Some of the shakeup from the most recent Panda iteration seems to have benefited a competitor of mine, which is fine, but he/she now holds the top 9(nine!) spots for the primary keyword in question?

A secondary site of his/hers on the same subject holds two more spots on page two of serps bringing the total coverage to 11 results out of the top 18. This person is not an expert on the subject!

So, the results feel out of hand(and then some) but I'd like to know what you find works best in achieving 4+ results for any given keyword ?

You know, Google has only been creating this kind of SERP for a very short time, and the details still seem to be changing around and being tested. I don't know that anyone has learned how to intentionally go after it.

You may be in a good position to analyze what your competitor has in place that Google chose to reward. Is the primary keyword (where your competitor has 9 out of 10) quite generic - or is there some kind of brand match going on?
