Invisible external spam links

Today I saw in my G webmaster tools that I have 26 548 links, pointing to the english version of my index web page (mysite.com/en).
I tried to view the site that's linking to me but it is not active. The only way is to use the cached pages in google. Anyway I've tried to search my link in those cached pages but found nothing.

Now the strange thing for me is this. If I type the domain name of this site in google, the first result is actually mysite.com/en and I can't find their home page in the results.

So, can this be any threat to my site ? And should I do anything in this matter ?

If you haven't already seen any problem, then I'd assume Google is wise to them and already not counting their links. There are too many junior cowboys out there for me to let this kind of idiot take my energy away from what I really need to do. That's the way I see it, anyway.

Well at the time I wrote this, there was no access to this site. Today I saw that this guy, took my site design. But not only the outer design, but also the code. And those registered links from webmaster tools, comes mostly from the canonical tag in the header which is still there. The strange thing for me is that my site is driven by Joomla, and his is by WordPress. I really don't know how can he steal my code with right click -> View source and apply the same thing in wordpress. But all of the code architecture is the same as my site. I'm sure that I'm not the first guy in this situation, but it's happening for the first time to me. I guess that there's no way to have any justice or is there...? It's pretty nasty feeling to see your hard work get taken for seconds :)
As for the SEO of my site, I saw a drop of 9 positions for my main keyword but I could not be sure that this dude is responsible for it.
