How do I report manipulators to Google?

I'm wondering how I report sites that are manipulating google? In my niche I have one competitors with a big budget sending daily prenewswires press releases that appear in google news - if one checks google news its filled to the brim with their press releases. It is obvious that those press releases don't have anything of substance apart from targeting different keywords.

How do I report sites that have escaped panda/penguin and are manipulating the rankings? It is not that I like to report such competitors but people like these have brought me in trouble because I tried to copy some out of sheer frustration when I saw them ranking over my site for years. [and I got slapped like them!]

I think there is a way to do that through your webmaster tools account.

How old is the site? There is an MFA site in my niche that has had news approval for many years and went south right after getting approved. It's top ranked but one picture and one nonsensical paragraph of text is all the pages have.
