Sitelinks - how they function and what it means for google

I am trying to understand how they function and what it means for google.

First thing I have noticed when I type my website name in google.com or google.de for example I get different sitelinks ( for information my site is only in one language english )

- Why are the sitelinks that appear different based on the country I do the search in ?

Then how does google decide which sitelink appear when I type my website name in google ?
I believe it is do to the internal site structure as well as as the number of visits of a page... but can't confirm that has anyone more information on that ...

Finally let's say I make a change in my site, how long will it take for google to change the site links of my site ( if it is meant to be changed ! )
