seo with links from auto-generated articles - black seo, bad seo?

i encountered last 3 weeks competition for one site i administer from a guy which all he does is to put 100words in a paragraph with absolutely no meaning and somewhere in the middle he puts a link to a site he's optimizing.

what do you think about this tehnique?

Everybody will tell you it will not work, but consider I reported a website to google that use such technique about 2 weeks ago and the website still rank first. Its home page is ok, but the rest is text with no sense. Google says that it cannot fix manually the ranking for any website with auto-generated text, but will use your report to fix the algorithm.

IMO, bad seo, bad for the web, bad for the domains involved. It might work as a slash and burn technique, but short term only.
