Can Rich Snippet reviews from subpages show on the home page?

Can you have people write comments in your subpages and have the stars ( rich snippets review, ratings ) appear when they find you homepage and not the subpages only ?

Google will pick up on rich snippets based on pages that contain the correct mark-up (microformats/schema), so theoretically, you can have this snippet appear for a page of your choosing. Of course, you'll need to make sure that the snippet genuinely reflects the landing page, or you're likely to be seen as misleading your users.

So, if your whole site is about a single product, and users review this product across different pages, then it would be natural to include a summary on a different page.
