We have three Web sites in English, .com, .ie and .co.uk. The content between these sites is very similar and, in several cases, exactly the same. Will Google penalize any or all of our sites because of this duplicate content, despite the fact that they are on separate TLDs?

In a word, no. Very similar content across different country-code TLDs is normal and expected.

Hello tedster, One of our best competitor is ranking way too high with exactly similar content in English language across all example domains below. Is this really allowed ?
That's a different situation - they're all on a .com rather than using a ccTLD. It's certainly "allowed" and really quite common. However, only one subdomain should be ranking from any given combination of keyword+location. That's the stated intention from Google, at least.
