Keyword penalty / filter applied only on Google.com

Has anyone experienced a penalty / filter for only .com and no effect
on any other world wide dc's ?

I'm tending to think it's a over optimization penalty but only applied on Google .com.

Main keyword phrases which are in the title still show on first page of every DC in the world except .com

I have made a lot of changes over the last 18 months but can't get the main phrases back within .com. They don't even show in the first 30 or so pages. Other keywords are still at number 1 and various top positions.

For the biggest 4-5 key phrases totally ignored by .com

The content of the home page barely mentions the phrases any longer Sub pages rank on page 2 for the same keywords though.

Any over optimization has long since gone but 18 months on still no return on the top 5 phrases in .com.

If anyone has experienced this any ideas on how long it lasts or if you ever overcame it ?

what does a;

inurl:yourdomain.com show?

Can you do a Google search for say something like yourdomain.com keyword

Are your top anchor text obviously a keyword you're going after?

Odd, I'm not seeing any .com specific penalties BUT I am seeing site search results, shown on my site, include directories that don't exist and were both blocked by robots.txt and excluded via WMT request... months ago.

These results don't show up in Google.com searches, only on searches done on my site using google's site search.
