I have an English website for wholesale < widgets >. Now when I search wholesale widgets in google.com from China and it is ranked #12. But do the same search in google.com using a USA ip and I cannot find my website in the first 20 pages. Can anybody tell me the reason?

Hello zyqugly, and welcome to the forums.

You've noticed something that is absolutely true. Google.com changes search results based on lots of different factors - and even within the same city, the IP's location can matter. When you go from one country to another it can matter a whole lot.

I'd guess that Google has identified your site as strongly associated with China. This could be simply from existing traffic patterns, from backlinks, or even from your whois information.

The fix for this would be a long term process, I think - but as you get backlinks from more US and international locations, that should help a lot.
