Is Google's custom search "pure" and unmodified?

If you are logged into Google and have a Google plus account that you use about the only results you get that are not modified are around two listings. Maps, shares, location, history, google bookmarks, etc, etc all change the results.

Are the serps for the custom search pure? Assuming the custom search does not have a data file that promotes or block certain sites and URLs.

As far as I know, the CSE results are not personalized and are free of "Universal Search" results. However, I'm not currently hands-on with any of them. Maybe someone else is more in the know than me.

I haven't seen any Universal or personalized results in any of the CSEs that I operate.
