"Block All" link appears on Bounce

I just did a search on Google, clicked the first link in the SERPS, realized the result was junk and quickly bounced (using the BACK button).

When the SERPS reappeared, a (blue) link appeared below the title of the result I just clicked which read:

Block all www.example.com results

I then tried another link,this time quickly bouncing on purpose to see if the "Block all" link appeared -- it did.

... is this new ?

LexiPixel, I have seen this for the last couple months, it also starts red and fades to blue for me to make it stand out.
