If I have a partner page for some link exchange

Could this violate this Google Webmaster Guideline?

However, some webmasters engage in link exchange schemes and build partner pages exclusively for the sake of cross-linking, disregarding the quality of the links, the sources, and the long-term impact it will have on their sites. This is in violation of Google's Webmaster Guidelines and can negatively impact your site's ranking in search results.

My question, is that I have a partner page for link exchange and I have a minus 50 penalization.

Could this be the problem? I also delete dup content, but I want to know if having a partner page for link exchange is bad? I see lots of sites with partner pages ... perhaps the solution could be having a resource directory instead of a partner link page?

Do you have inbound links apart from your exchanged links?

Did you check out the quality of the pages that you linked to? Would you have linked to them if you hadn't been exchanging links?

Are the source pages relevant to your site, and do they have high quality backlinks?

Etc. I didn't bold "the long-term impact it will have on their sites" because that's what you're asking about. It's likely that if your answer is "no" to many of the other questions, though, long-term negative impact is likely.

I have more inbound links apart from the exchanged
The pages that I link seem to be of quality and also I link from that pages without a backlink.

Look very hard at the pages you link to, at who links to them, and what other pages they link to. In terms of getting penalized, you're more responsible for who you link to than who links to you, though certain patterns are unmistakable.

And has this domain been penalized before? That might affect Google's assessment of what they see.

...and also I link from that pages without a backlink.

I don't understand this comment.

My domain was last year (october 2010) penalized with a minus 50 penalization. At that time I delete the duplicante content and I recover in december.

About my comment I mean that I link pages that not link to me

Martin,
That is what Search Engines are chasing for lately. Link schemes.
Think - If you were on the side of Google, would you like being manipulated this way?
Why do you link to them and for what reason?
Does linking out help your readers getting information they wouldn't have on your site?
Links must be natural.

So what do you do if yoiu have an old links page that hasnt been touched for a few years - do you just delete it?
