Do ROS Links Cause Pandalisation?

I am going through a pandalised site right now and it has over 200K ROS Links, is this a trigger for panda. Should I contact the webmasters and ask them to remove them. Please let me know your opinion.....

My first thought is that any traffic problems might well be a true penalty, not a Panda phenomenon. That many ROS links smells like selling links - old school style, too.
