Speed for redirect page in Google WMT is slow

I've been trying to get my page speeds down and i'm doing alright (about 2 and a half seconds across the site) -- but there's one particular page which is being reported as 20 secs in google's WMT.

the thing is... this is a redirect page, and its not my page that is slow -- its the page that it redirects too. and this page is not mine. it's an external page, so i have no control over it.

i've set up all my php headers correctly to show that its a redirect, but i'm worried that this one page is dragging my average down and im getting penalised for it. (i had a bad experience with page speed recently where i definitely was penalised for slow pages.)

has anyone come across something similar with a redirect page, and managed to get it off their WMT report?

I haven't had this issue. But I am thinking that maybe you want to go through a script here and block the URL for the script in robots.txt

its been blocked in robots.txt since the beginning. i've got nofollow on all the links to it as well.
