Is creating a link on a webpage that doesn't relate to what I do going to hurt me or is it just not going to count as much in the overall algorithm...

I am asking because I am running our of links in my field...

I'm not sure I understand your question. Are you asking about creating links that point out from your website to another website? Would these links be because of a reciprocal linking agreement, or is there some other purpose?

Links without USER VALUE can have negative impacts... not just to the user but to the search engines as well (not just google). If you've maxed out the links in your niche, then it's time to fresh the content and add new, streamline/update the interface, bring out the dancing girls, etc. Time to remind folks what GIGO means: Garbage in Garbage Out... in search terms that leads to a site that will crater in the serps.

I liked his question... and I have a few sites where I dont know where to request for links any more. Because the scope of the site or the service we offer is one. But what will I show in my SEO Report of backlinks.
Reworking on content... yeah we are doing it. But you wont believe the site is 5 years old and I have nearly 2000+ articles talking about tips, benefits, differences, myths, top 100s blah blah all ending up into one service resource.
I am lost too... show some light

Are off-topic links ok? Would you want a thousand links from hardcore p orn sites pointing to you? Probably not. I would go after links that have a chance of delivering traffic to you and minimize the off-topic links. If you have run out of ideas here are some areas you might want to brainstorm about.

International Sites - Have you maxed out the connections in the US market then reach out to UK sites or Australian sites. Added bonus is that these are typically relevant sites but they won't consider you competition since you are in different countries.

Distribution Chain - SUPPLIERS send raw materials to MANUFACTURERS who then produce products for DISTRIBUTORS who sell them via RETAILERS which are then repaired by SERVICE companies. Have you reached out to the different levels of the distribution chain? If you are a distributor why not form a cross promote with a service company that can refer you business when they have a client whose product can't be repaired anymore.

Copy Amazon.com Suggestions - Amazon.com does a great job of connecting related products. Look into what Amazon is connecting and also what they say customers are buying together. Toy manufacturers & battery manufacturers are often much more than most people think. Even if you deal with a service that Amazon doesn't sell, they likely sell books on your topics. You can see what books are connected. For example if you are a plumber you'll see DIY plumbing books are often purchased with DIY bathroom repairs and kitchen renovation books. Go after those sites! Odds are your brainstorming can be helped by looking at the Amazon suggestions.

There is always another link opportunity available. Sometimes it just takes a bit more creativity to identify it. Good luck.

To summarize everything if let's say I have a website that talks about tennis for ex ... would links on a website that talk about travel, golf , shoes hurt me ? or would they just not be as good as a website in the tennis industry ?

Hurt vs. help you is pretty hard to define. Just try to stick to ideals.

re-read what goodroi is suggesting. Take each one of his suggestions and make a list. List countries - go looking for links from those countries. I love getting links from my american 'competitors'. Make a list of your suppliers. Your manufacturers. distributors. regulators. industry associations. and so on. Mine them for links.

Then do it all again for related fields.

I can almost guarantee that if you do enough digging, you'll find some entire niche that's relevant to you that no one has tapped.

For example, I'm going after links from lawyers who practice in my niche (I'm not in anything related to law). There's exactly 0 of my competitors who've gone after links from lawyers, yet the subset of lawyers all have websites that talk a bit about my niche.
