<link rel="canonical" href="https://www.example.com/" />

If my site is actually secure, can i set my canonical tag to https:// ?

Is there an issue with that in regard to Google...?

I can't think of one - and in fact, it seems like it would be essential to do it that way. The https: protocol actually IS part of your canonical URL.

Should that tag be on every page, or is just the home page ok?

If you want the full value from the canonical link tag, use it on every page, changing the href value to appropriate canonical URL for each case.
