Re-reading the Google blog post, I'm struck by these terms:

In addition, this change also goes deeper into the “long tail” of low-quality websites


and

where the algorithm might not have been able to make an assessment before.


I think these two phrases are very important:

1. Why would the initial algorithm not impact all sites and all pages in the index? why would they roll out it phases?

2. Why would the algorithm not be able to make an assessment before, but, be able to now?

Good questions. I'll throw out a thought. Having used some tools in the past that ask me how deep to have them crawl, I'm thinking perhaps Panda 1 also had a similar stopping point applied. Maybe something like, "Run the algo on all queries consisting of 1 to 3 words, on sites that are returned in the top 20 for that query". Then, when they realized that some of their targets like ehow hadn't been affected, they thought, "hm, we'd better go deeper", so Panda 2 said something like "Run the algo on all queries consisting of 1 to 6 words, on sites that are returned in the top 30 for that query".

Just a guess, of course.

Donna makes a good point. But I know that all the pandalized sites I heard about lost traffic again after that "enhancement" or whatever Google called it. Essentially they took away those few left breadcrumbs from us and gave them to brand sites.

With words like "High-quality sites algorithm" you know Google is playing this for the media
