Does targeting one country diminish traffic from others?

One of my websites receives very low US traffic. But it does receive some.

The domain is .net. It's hosted on a dedicated server in the US. I'm based in the UK.

More inbound links from US sources will help, as will ensuring we have the maximum support of products specifically for that location.

What is likely to happen, if I target the US via webmaster tools. I can't remember the option, but I know it's supposed to help you target a specific country.

Will this likely lose my other traffic sources, lower or something else? Ive no experience in this at all.

The site has too much Indian traffic ATM. I want Indian traffic but I'd prefer it not to be the domineering country.

If you tell GWT that your content is relevant to a specific country then yes Google will limit how well you rank in the other countries.

Also, just because you say "this site is targeted to the U.S." doesn't mean that Google will instantly send you more U.S. traffic.

Matt Cutts posted a youtube video about this, worth watching.
