thin pages meta robot noindex

What should I do with pages which are important but thin (i cannot 410 or 404 them),... should I noindex them using meta robots noindex?

Yes, I would do that and then improve the content structure on those pages. As you do that, remove the noidex tags.

If you're doing this, I'd suggest using the googlebot meta tag rather than risking trouble from the other search engines.
