Or you get absolutely nothing, other than it being indexed on a person's web page.

It's within a comment. Googlebot might check that URL for discovery purposes if they don't already have in on their big list, but there will be no link juice of any kind. Even if it was a fully coded anchor element, the fact that it's in a comment should wipe out any actual ranking value.

I see some major websites abusing this for textual purposes but instead of using commented out code they use blocked/broken javascript code to wrap up the text and hide it via css or inside a pixel.
