How many links with the same anchor text per page?

Can one have 3 anchor tag titles linking with the same keyword to 3 different domains ?

You certainly can, but do it for the reader. In some contexts this is an effective way to use links.

However, it's very likely that for link-scoring purposes in Google Search, multiple links will have only the same effect as a single link. So don't jam repeated identical links into a page hoping for an SEO boost. That may even be judged as spam and hurt you.

Now I understand better. I would definitely not do that. You may see it on some pages, and for very strong websites it may even appear that there's no "penalty" for it. It's still most likely to be at least ignored, if not creating a "black mark" against the domain somewhere in Google's records.

Without seeing the actual page, your example looks a lot like an attempt anchor text manipulation, and that smells of either paid links or at least a hidden business relationship. It's not a "natural" kind of linking, and Matt Cutts at Google blogged that in Q1 of this year, they will be taking another hard look at links.
