Dear Webmaster,

The location search bar appearing on left hand side when we searched with any term. Is this a new option provided by Google for getting confined search results from a specific location.

Yes, that is something pretty new - Google announced it in the middle of October.

Today we’re moving your location setting to the left-hand panel of the results page to make it easier for you to see and control your preferences. With this new display you’re still getting the same locally relevant results as before, but now it’s much easier for you to see your location setting and make changes to it.

It's giving address information based on Internet IP.

Yes - that's been the default way that Google localizes results - for a long time. Now you have a much easier way to change it.

In some countries, like the UK, the IP address can have a location that's pretty far away from your actual location. And sometimes you don't want to see results localized to where you are currently.

If I am in one county location say US, I have option to search for different results of different places in US only by giving their pin codes or zip codes, but not for other countries pin codes.

That is also true. While internet exists to create a borderless one world, some still believe that you should be confined to your region.
