I noticed that someone is spamming one of my website adding links to blogs that point to my website. The backlinks are all nofollow. Can that hurt my google ranking?

it will probably not hurt you. it really depends on the scale of the link building. most amateur link sabotage will not hurt your site (assuming you have a healthy, clean link profile). if someone is an expert and hits the right sites and does a massive operation then yes they can hurt your site. i rarely find that is the case.
google is much more concerned about websites linking out to poor quality websites. make sure you are not linking out to any spam sites or have any broken links.
i find the best way to combat this is to focus on your own marketing efforts. develop great, clean links to your site (see link dev section [webmasterworld.com ] for more tips).
also build up the quality content on your site to improve the time people spend on your site, lower the bounce rate & make you more attractive for others to link to as an authority website.
