I am planning to add more xml pages with RSS content. widgets.com/rss/cat1.xml , widgets.com/rss/cat2.xml etc.

Are treated as duplicate content within my own site or Google knows is RSS page? Should i block them via robots.txt or let them as they are?

Matt Cutts recently talked about RSS Feeds in a Webmaster Video [youtube.com]. In short, in recent times Google does not have trouble with seeing RSS feeds as dupe content - they did in the past. These days the organic algo doesn't concern itself with RSS Feeds very much.
