How to link two websites with similar theme

Hello,
I have a 2 years old website about loans. I just bought a new domain and i want to put on it a new website about banks, loans, stocks.

What's the best way to link from domain 1 to domain 2?

- Link to domain 2 in the top menu in the whole domain 1
- Link to domain 2 just from the homepage of domain 1
- Link in the text of some articles of domain 1

or do you have more ideas?

Is it better to insert many links (with different keywords) or is better to insert just one link to the new domain 2?

The most natural way to link so that you do not trigger any penalties is to simply add a link in the body of the article where it makes sense to the reader. So if you have an article about a loan for home improvement and the other website has an article on how to prepare your documents you can link it. Too much interlinking does not help and may even trigger a penalty.

So a link from all the pages of domain 1 could give a penalty to domain 2. The best thing is to write a sentence in the top of the page linking domain 2?

But is it better to put a link from the homepage of web1 to web2 or to insert a link from an article of web1 to web2?

Option 1: put a link from the homepage of web1 to web2
Option 2: insert a link from an article of web1 to web2

Option 1 sends a stronger signal than Option 2.
Option 1 is riskier than Option 2.

ie, more value but also more risk.
