I am working on a joomla site that has SEF enabled. The current page's h1 tag is hyperlinked back to the current location.
From an SEO perspective, what are your thoughts?

This is something very common in several CMSs, so I'd say it's not harmful in any serious way - but it's not helpful either.
Many content management systems have a default that chains the H1 tag to several things - including the title and often the self-referential link you describe. This is a missed opportunity, in my view, because an independent H1 is useful for creating a solid headline that expands on the title element - and a self link tends to siphon off a bit of page rank in a foolish way.
