Will URLs excluded from sitemap.xml file be skipped?

Say you have a sitemap.xml file and you list most of your URLs in there but you miss a couple of them from the list.

Will the missed URLs be indexed or they will be ignored because they are not in the sitemap.xml file?

No, they won't be skipped. XML sitemap urls are added to googlebot's regular crawling, they don't replace it.
