Description Display in Google SERP

Dear Webmaster,

Today I saw a strange description when I typed a keyword in Google for one of the site in Top 10 SERP.

Below is what I observed.

(description form description tag) + (From Header tags) + (content) total of 356 characters with spaces.

Is this any new updation

Google does change the snippet - and even the title - on a query by query basis. They feel they've got the data to decide when a particular query requires a change.
