Seen a lot of reports from people in various threads about new sites not being indexed and new pages on older sites not being indexed either.

I thought it might help to list the things that have been tried and failed with some of my sites experiencing this problem so you don't waste your time. Each point is a different site that I tried a different approach with:

1. I entered a new site in to Google WMT. After 3 weeks, still not included.

2. I really pushed getting quality backlinks for a new site. After 2 months and 200+ backlinks created (PR0-PR6 linking pages) still not included.

3. For an existing site where new pages are not being indexed, I made a URl removal request in Google WMT for 3 of the new pages that had not been picked up for more than a month. Then, once "removed" ;) I clicked the "re-include" button ... hey, it was worth a shot!

4. I bought Adwords ads for an existing site where new content was not being indexed. After 2 weeks, still nothing.

5. I placed Adsense advertising sitewide on a new site - 5 weeks have gone by and still not indexed despite 100+ visitors per day from other sources.

This problem is confusing me as I can't work out why these sites/pages are not being included. I have half a dozen sites where new content gets indexed within minutes! (Not forums either!)

It's a handful of sites this is affecting out of the dozens I managed/create and I can't find the connection.

I designed and launched 3 sites so far this month. 2 have been fully indexed within 48 hours the third has not ... and I have no idea why.

Without knowing the specifics of the listed versus unlisted content it is hard to provide a diagnosis of the problem.

However, it is a known problem. Even I have experienced it ;)

One thing I am certain of is that there is not a one-size-fits all diagnosis. This problem can happen for more than one reason, and it is very much dependent on factors specific to the site in question.

One site of mine that was hit by this issue had a new section put up. Layout, content, user-interface, information architecture, link structure, ads ... all was exactly as the rest of the site. Traditionally that site is a top-performer in the serps for its niche. However, the new section remained unlisted in Google for... well, I haven't checked for a few months now...

As the section was new it had no deep backlinks, but previously that has not been a problem when launching other sections. Perhaps that is a problem now.

Otherwise it may be that the majority of the content in the new section is in another language than the rest of the site. Or, that the type of outbound links in that section are more "deep links" whereas for the rest of the site links are more often to the main page of sites.

These are a few issues I have found that sets this particular section apart from the rest of the site. All are pretty specific to this site, so I can't really use any of these issues to investigate what might be the cause for another site.

Also, I don't know for certain which of these are the culprit (if any) or for how long this waiting to get listed will last.

I am not surprised that you can do nothing to influence the lack of listing, but it was interesting to read your 5 step plan.

To me, the effect is similar to a new kind of "sandbox" that some types of content will fall into. How long the pages will be sandboxed and what it takes to get them there (or out) is still unclear to me.
