Spam links hacked into my home page

Hi,
2 months ago i suddenly discovered that someone hacked the home page, he put like 2000 links to all kinds of Viagra and sex websites...very nasty!
then i also noticed that all the links have a directory name: "111". i checked the folder structure on root and saw that folder, i immediately deleted it and also the links on the index page, i also add a "Disallow" command in the robots.txt for this folder. Unfortunately Google picked these links as back-links and listed them. after the roobots.txt change they prevent these links as "Restricted by robots.txt" (webmaster tools) which is good.
However i still see these nasty links in "Links to your site" on webmaster tools and this i guess is very bad because Google might think it's natural links to my site!
Is this what effects my site? i noticed a drop in our main keyword and also very low crawl access.
I guess i will need to make a "Request reconsideration" to Google?
If so, can someone help me write the request (my English is limited)?

I'm confused. At first I thought these were outlinks from your site put there by a hacker. But you also mention "links to your site".

yea, it seems that the hacker did 2 way links, one from my site to 2000 websites and aslo from these websites to mine. so after i removed the links from the hack they still point from 2000 website to my site, and google unfortunately count them in the "links to your site" panel in webmaster tools".

I suggest that you file a reconsideration request, and that you explain the following:

1. Two months ago you discovered that your site had been hacked, and that the hacker had put about 2000 outlinks from your site to various Viagra and #*$!ographic sites. You believe that these outlinks caused Google to penalize your site.

2. You have cleaned up the hack and removed the spammy outlinks from your site.

3. You also discovereed that someone has created numerous links to your site from Viagra and #*$!ographic sites. You believe that this could be partly responsible for the penalty on your site.

4. You request that Google please remove any penalty they have imposed on your site.

@Ronyeli, for a successful reconsideration request in this situation, it helps a lot to tell Google how you've discovered the security loophole on the server and fixed it - by upgrading or patching the software involved. Just saying that you removed the parasite content is sometimes not enough.

what is the defenition penalty, i mean i am not sure the site got penalizes...i droped in ranking but that can be a lack of backlinks, i droped in main keyword but that too can be many things...the slow crawl might be a penalty too?

Did your rankings drop suddenly or gradually?

Also, how big were the drops?

If they were small drops and happened gradually, then it probably wasn't caused by a penalty.

But if they were big drops, and happened suddenly, then it could be due to a penalty.

Even if you're not sure if your site has been penalized, just from the fact that it was hacked, I think you should seriously consider making a reconsideration request.
