There are two kinds of link reports - in Webmaster Tools and in the link: operator. Still, neither of these are a complete list, they are both a sampling. WMT is a larger sampling because only verified people can see the data, but the entire world can see the link: operator results.
And by the way, both are something like toolbar PR numbers. Your rankings are calculated pretty much as soon as Google indexes the backlink, even though it might not show up in either place for a while -- or even ever at all.
Link reports do seem to get updated more often than PR - in the past many saw it as roughly about once a month. But there is certainly no set schedule.

In the past there has been a general assumption that new backlinks are incorporated into the rankings calulations shortly after they are discovered. In a sense you could call this a continuous update, although as Tedster said, it isn't visible in GWT or to the public.
However, some people are reporting that recently acquired backlinks don't seem to have the expected effect on rankings, suggesting that they aren't being incorporated as quickly now as in the past, possibly due to rollout problems with Caffeine. But this is just an impression, and can't be conclusively demonstrated from the available information.

Changes in rankings due to new link discovery are continual, ongoing and every day. Right now, some people feel that new links aren't being credited as fast as in the past. However, others report seeing the effect of new links very quickly, within a day or two. So there's no date we can offer you. Google has a rolling link update, and it's ongoing all the time.
