WMT Search Queries: Do Clicks=SEM+SEO ?

While looking at my Search Queries data this morning for past 1 month I found that the clicks that WMT is reporting are much higher that analytics data.

My question is:

Are Impressions and clicks reported by Google is a sum of SEO+PPC+(other Google products in universal search)or is it only for organic data?

As far as I know, it's "supposed to be" organic only, including universal search impressions and clicks but not PPC. That said, I also find the WMT data to be less than accurate - or at least puzzling.

Sometimes all the pages are not being properly tagged for whatever analytics package is in use, so a check of the raw server logs might be a good idea.

Thanks for the reply tedster.

I believe that our analytics is reporting correctly but cannot cross check with server logs data for now.

If WMT is only reporting organic (which is also my assumption) than we are performing much better than the reports generated from analytics :) I think I should be reporting WMT number to the client:)
