Text links to every section in the footer of each page?

I have a not very content rich site with 150 html pages and perhaps 60 pdf files. It only has a PR of 1/10 and is being beaten in the rankings by sites with PR 3 - 4 with both more inward links and more pages onsite featuring the search phrases.

I decided to pop in the footer links on every html page as a start (because that might improve the signposting to main sections on the site, and main key phrases). And I also resolved to start work on inward linking.

So, footer text links, lots of people have themm, but do they help?

Depends on the page from what I've seen. If you have a page with 200 links and the footer follows I don't see how they will help with SEs.

Normally you expose the important content first in every page but with the stylesheet you can control the positioning of each section where you want it to appear in the layout and where you want it to be positioned in the HTML.

I have a similar question. On our site we have a link to the Terms and Conditions page. Should this page contain a no-follow. Because when looking in Google's Webmaster Tools it shows our Terms and Conditions page as the most linked internal page ?

I think that's fairly common. And nofollow doesn't remove it from GWT.

But if I added no-follow to links pointing to the Terms and Condition page, would it remove the internal "link juice" from a non-relevant page to those that we feel are more important ?

No way! This changed many months ago. Go read matt cutts' blog for how juice flow in a post-nofollow Google world now works.
Basically - no point nofollowing internal links to 'conserve' link juice. You're throwing it away instead.

@leadegroot thanks for the response. However the page "Terms and Condition" is important in terms of users needing to click on it - but has no seo importance at all
