Linking between sites with identical themes based on geographical area

I have several sites based on geographical areas that neighbour each other, is it safe to interlink these sites & if so should I nofollow the links? It would make sense from the user's point of view to do this.

If you nofollow the links they should not do you any harm. And if the links are being placed to help the user rather than to try improve rankings, then you've got the right direction.
