Google WMT and Location... geo settings and searcher preferences?

Im sure this question has been asked many times.
I have set my location in GWT to a specific country however most people search "web" not "Country specific" .
Which would you recommend ?

It depends on your goals. If your pages are intended primarily for a specific country, then even those people within that country who search the "web" will have a better chance at seeing your pages in their search results. However, if your pages are intended for an international audience, then choosing a country preference make work against you.

In the absence of Google finding a comprehensive solution for geo related results I don't think you'll have a perfect solution.
Today I got frustrated and filed a " disatisfied with results " notification to Google. It makes me cranky that Google often fails to recognise destination specific SERP's in global results. I mean why [ an example only ] would users searching for shops in Vancouver want to see no .ca site entries in the mix of the global search results . They are often less relevant.
If a user is savvy enough they will need to switch the TLD in the Google search , but the majority won't be aware of how to do this.
The examples I'm thinking of are widespread. I'm not hopeful my complaint will go anywhere in Google .... most users just accept what they are shown , and this may skew Google's user satisfaction rating.
Google , with all it's brilliance is far from achieving Nirvana in geo location related queries.
