Do they read every reconsideration request?

I sent a reconsideration request earlier this month, about two weeks later I receivd a notice that it had been processed.

In the request I included a url with a list of malicious backlinks and according to my stats no one ever visited the url, so they may have read my request but they didn't look at all of the information that I sent.

What does that mean?

I don't know. I suppose it's like any business - you might get a few lazy employees. The website reviewers are unlikely to be the top notch Phd engineers. For all we know the reviewing is outsourced to India! ;)

There may be someone there just clicking "done" every few minutes whilst spending the whole day on Facebook ... you know, like a regular office.

As they don't have to provide you with any information other than "done" there isn't much you can do to check what actually was "done".

Happened to me as well. I included a link to a detailed page describing what had happened in my recon request. My stats indicated that the only person that visited that page was me.

Here's my take on it. The official word from the Reconsideration team [webmasterworld.com] is that every request that is submitted gets read. But that doesn't mean every URL mentioned gets visited by a live reviewer. Google has a lot of internal tools. In some situations, I can well imagine that a quick reference to an internal tool or list might tell them everything they need to know.
