Should I request reinclusion or not?

Our site launched in September, 2009. Since that time we have struggled to get any significant portion of our content indexed.

We are getting traffic though, maybe 60-100 visitors per day from Google natural search. But if all of our content were indexed and ranked, I think this should be closer to 300-500 visitors per day.

Is six months unheard of to build something from scratch and make it an SEO winner?
Should I just keep working on the site and getting links?
Or should I do a reinclusion request, and see if that works?

The site itself is fine. Good links, good content, reasonable crawling. I'm at a loss.

I'd just keep working on the site.

If you did file a reconsideration request, what would you say? Is there something wrong with the site?

We had some internal content duplication issues when we first launched, but I those have been cleared up now.

I think those kind of issues clear up on their own - without a reconsideration request.
