When a website get penalized or penalty from Google, will this effects shows on the SERP of the website in other search engines like Yahoo, Bing etc.,

No it wouldn't directly affect the site's rankings in Yahoo or Bing. The search engines are independent of each other, and each operates by its own rules.
However, a big loss of traffic from Google could have a long-term indirect impact in the other search engines because fewer people would see your site, and so there would be less chance of getting voluntary links from other sites.
