Too many links from one site. Farming?

Hi,
Our main competitor in our sector, until recently had no google visbility owing to no backlinks to speak of, well, they had about 30 until recently.
They have then employed a SEO company and magically have now popped up on the first page, just below us.
On investigating back links, it seems all their new links, (some 200 or so) all originate from the same site, but on different pages, ie the SEO's company website.

Although same site links are said to be devalued, it certainly seems to have bumped them up to the first page.

Is this link farming? How come they don't seem to be de-valued ?

Is it reportable?

They probably are "devalued". The seo company probably has gotten them more links that google knows about, but don't show up on whatever tool you are using to check with.

What? That they got some sitewide links?
