Can over-capitalisation cause a penalty?

We have ways of extracting comments from our users which we then publish to our site. This adds value to new users and gets loads of fresh, original, content for our site as well.

Sometimes our users will write content which is all in capital letters.

Is there any sort of penalty one should bear in mind when this happens? Would it be better to convert to lowercase before publishing?

I never heard of a penalty, but I do think it would be a good idea to insert a routine to ensure "no shouting". If all caps end up the snippet, it could deter click throughs,, for one thing. Come to think of it, I haven't seen all caps in a snippet for a long time. Maybe Google has a case-change routine in place?

I saw some CAPS in the UK SERPs just the other day for some car-related terms.
